帯 means "sash, belt, obi."
Obi - A long, narrow cloth worn around the waist over a kimono.
Crossing a region - Something that crosses a region.
Long and narrow - Something that is long and narrow.
Wear - To put on oneself.
Lead - To lead or pull along.
